Central London - Diversions, Disconnections and New Supplies

Utility Results have been appointed to project manage the utility disconnections and diversions to an existing well establish building close to Liverpool Street Station in central London, to make way for a new high-spec office building. We are also to provide the strategy for the new utility infrastructure and connections to the 20-storey development.

Upon investigation, Utility results established there was extensive utility connections that required disconnecting, highlighting seven individual fibre companies with assets connecting into the building and three UKPN integral secondary substations with associated High Voltage and Low Voltage cables. Furthermore, there are number of utility mains and services, running very close to the existing building, which would require diverting and requiring the need to obtain C4 estimates.

Utility Results would provide constant dialogue with all invested parties to ensure all diversionary surveys and estimates were progressing in time as expected, as well as finding and implementing solutions to avoid the need for full diversionary works, saving the client on unnecessary costs.

Utility Results investigated the existing legal agreements, such as wayleaves and easements, as well as reviewed the land registry title documents to see if there is an opportunity to serve notice and get the statutory authority to remove the assets free of charge. In doing this we were able to remove fibre assets from within the data room that were being used to feed the local network. We were also able to remove the need to relocate one the existing substations back in the building by investigating into the lease surrounding the substation and UKPN’s rights to be in the building. This allowed for the space to be released back to the developer as well as a large cost saving.

By effective communication with each statutory authority and asset owner, Utility Results were able to obtain quotes so all assets can be disconnected and removed from site, this will ensure demolition could commence in line with the programme.

Utility Results established early on the need to negotiate the new electric demand strategy with UKPN, to utilise and retain the existing power, as well bring an increased load demand to the development.  By bringing onboard an Independent Distribution Network Operator (IDNO) and Independent Connections Provider (ICP), Utility Results have managed to save the client from substantial availability charges, resulting from reserving a large capacity with UKPN.
